The US Plans to Build an AI Hub In the Philippines, Ruled by US Law

The US wants to build an AI hub north of Manila.

The catch is sparking major debate worldwide.

Plans for a 4,000-acre Economic Security Zone in New Clark City were announced recently under the US-led Pax Silica initiative.

- Pax Silica aims to "China-proof" allied supply chains
- 24 countries have joined the alliance since 2025
- The Philippines signed on in April 2026
- Located at the old Clark Air Base

The Wall Street Journal claims the zone will be rent-free and operate under US law, with diplomatic immunity for American personnel and companies.

However, Joshua Bingcang, President and CEO of the BCDA, was the main Philippine official who directly addressed and rejected the request.

"That’s their request, but we did not agree to that… No special arrangement for the US."

Negotiations continue, with the project expected to attract $10B+ in investment while remaining under Philippine law.
